The Ministry of Health has provided justification for the appointment of former Electoral Commission chairperson Eng. Badru Kiggundu to oversee the progress of the delayed construction of the controversial Lubowa specialized hospital. Mr. Emmanuel Ainebyona, the Health Ministry spokesperson, emphasized Eng. Kiggundu’s suitability for the role based on his extensive experience and qualifications.
According to Mr. Ainebyona, Eng. Kiggundu’s engineering background and past involvement in overseeing projects of similar scale, such as the Karuma dam project, make him well-equipped to contribute to the advancement of the Lubowa project. The spokesperson dismissed any concerns about the appointment, asserting that Eng. Kiggundu’s knowledge and expertise would facilitate the project’s advancement.
Eng. Kiggundu’s appointment to oversee the hospital’s construction was revealed by Deputy Speaker of Parliament Thomas Tayebwa during the launch of Eng. Kiggundu’s book, ‘Stepping into the Unknown in Kampala.’ Mr. Tayebwa praised Eng. Kiggundu’s leadership qualities and expressed confidence in his ability to lead the project effectively with government support.
Former Prime Minister Ruhakana Rugunda also commended Eng. Kiggundu for his tenure at the Electoral Commission, highlighting his contributions to stability during his 14-year leadership. Eng. Kiggundu’s appointment comes amid concerns about the delayed completion of the Lubowa hospital project, despite significant government investment.

The project, initially scheduled for completion in June 2021, has faced challenges and remained shrouded in secrecy, with restricted access to the premises guarded by security forces. Eng. Kiggundu’s appointment signifies a concerted effort to address these challenges and ensure the successful realization of the Lubowa hospital project.
