Luwero RDC Bwabye Richard Intervenes In Luwero Land Eviction

 Luwero, (Uganda) : The Resident District Commissioner (RDC) of Luwero, Mr. Bwabye Richard, has ordered two suspected land grabbers and fraudsters to cease evicting bibanja holders in Wabutungulu village, Kyetume Parish, Zirobwe Sub-county in Luwero district with immediate effect.

Last week, the two suspects, including a UPDF soldier and a suspected land fraudster based in Kampala who utilizes armed security personnel, evicted over 150 households and demolished their houses at gunpoint.

The suspected fraudsters are Major Lumala Siraje, who claims to be from Bombo barracks, and Haji Ali Mpungu Kafumbe.

The residents, led by Babumba Godfrey, one of the title holders of the land in Wabutungulu, petitioned the RDC of Luwero to intervene in the matter by arresting the fraudsters so that the bibanja holders can be resettled on their land and compensated for their destroyed houses and property.

Residents of Wabutungulu are complaining that during the demolition, police at Zirobwe CPS impounded the grader used by Hajji Mpungu and Major Lumala to demolish the people’s houses, but the grader mysteriously disappeared from the police custody a few minutes after being impounded.

Mr. Babumba, the title holder, disclosed that Haji Ali Mpungu Kafumbe, who has become one of the most notorious land fraudsters and grabbers recently, employed armed individuals who arrested him and tortured him at Central Police Station in Kampala, where he was coerced to sign land transfer forms in Haji Ali Mpungu Kafumbe’s name.

Babumba told The Ankole Times that he was admitted for several months after being tortured and released from CPS, where he would be beaten by the police every morning.
