A recent report presented by the Committee on Information, Communication Technology, and National Guidance (ICT) has garnered widespread support from Members of Parliament (MPs) for allocating surplus funding to the Uganda Broadcasting Corporation (UBC). Hon. Tony Ayoo, the committee’s deputy chairperson and MP for Kwania County, presented the comprehensive report, which delves into UBC’s performance, challenges, and proposed interventions to enhance its effectiveness and relevance within Uganda’s media landscape.

Ayoo emphasized the challenges faced by UBC in sustaining its operations over the years, leading to a decline in revenue and jeopardizing its status as a leading broadcaster in Uganda. Despite its establishment following the merger of Uganda Television and Radio Uganda in 2005, UBC continues to grapple with operational deficiencies, hindering its capacity to fulfill its mandate effectively.

The committee’s investigation revealed several critical issues plaguing UBC, including inadequate monitoring due to the positioning of its sites in remote areas, slow emergency response to breakdowns, and security concerns at various locations across the country. Land encroachment on UBC properties, disputes over land ownership, and insufficient resources further exacerbate the corporation’s operational challenges.

Recognizing UBC’s vital role in disseminating information to the people of Uganda, the report underscored the government’s obligation to ensure its viability and relevance in a competitive media environment. It called for urgent action on proposed recommendations to address issues such as incomplete digital migration, coverage enhancement, and the deteriorating state of UBC studios and equipment.

MPs voiced their support for the report, emphasizing the importance of a robust public broadcaster that serves as the voice of the nation. Hon. James Nsaba Buturo highlighted the significance of strengthening UBC following the merger of UTV and Radio Uganda, emphasizing its role in promoting national values.

However, concerns were raised regarding the return on investment in UBC. Hon. Lillian Aber proposed a business-oriented approach for UBC to generate revenue and deliver high-quality content. Similarly, Hon. Abdul Katuntu urged UBC to balance its role as a national asset with efficient management practices and a focus on business sustainability.

The debate also touched upon recent directives regarding government advertisements exclusively through UBC, with President Yoweri Museveni rescinding the decision following a petition from the National Association of Broadcasters. Deputy Speaker Thomas Tayebwa urged UBC managers to demonstrate creativity and efficiency in their operations.

Tayebwa recommended a thorough analysis of UBC’s viewership numbers to justify financial investments, highlighting the importance of audience engagement in evaluating the corporation’s performance and impact. As discussions continue, MPs remain committed to supporting UBC’s growth and ensuring its continued contribution to Uganda’s media landscape.
