The recent meeting between Ugandan President Yoweri Museveni and Kenyan President William Ruto, accompanied by Kenya’s opposition leader Raila Odinga, has drawn significant attention due to its potential implications for regional conflicts and trade disputes. While such meetings between political allies are not uncommon, the divergence in recent actions between Uganda and Kenya regarding oil imports and the Democratic Republic of Congo (DRC) conflict added significance to this encounter.
President Ruto’s visit to President Museveni’s farm in Kisozi, Uganda, was prompted by the need to address pressing issues between the two nations. One primary agenda was to resolve the ongoing dispute over oil imports, for which Mr. Odinga was expected to mediate. Additionally, discussions centered on the DRC conflict and the candidacy of Mr. Odinga for the African Union Commission chairmanship, aiming to garner support from Uganda and foster unity within the East African Community (EAC).
President Museveni emphasized the importance of addressing mutual concerns and strengthening the EAC during the meeting. His statement hinted at progress in resolving the oil import dispute, suggesting a collaborative approach to ensure competitive pricing and logistical efficiency in the region’s fuel imports.
A potential solution to the impasse involves granting Uganda specific privileges for oil imports, including registering the Uganda National Oil Company (UNOC) in Kenya. This departure from Nairobi’s previous stance could pave the way for resolving the dispute, albeit with conditions requiring Uganda to withdraw its case from the East African Court of Justice (EACJ).

While Uganda had explored alternative import routes through Tanzania, the proximity of Kenyan ports presented a more viable option if the import dispute is resolved. President Museveni’s efforts in Nairobi indicate a willingness to explore multiple avenues for fuel imports, including the Tanzania deal, to ensure regional energy security.
The meeting also addressed the conflict in the DRC, with President Museveni pledging support for the Nairobi Process initiated by former President Uhuru Kenyatta. Despite challenges in the peace mediation efforts, President Ruto’s commitment to regional stability and integration signals a renewed focus on EAC’s collective goals.
