Your Excellency,
We, concerned citizens of Uganda, write to you with heavy hearts and burning outrage. We have always believed in your vision of a just Uganda where the rule of law protects the vulnerable and corruption is crushed without mercy. Yet what is happening in Kira Municipality especially in Kitukutwe has shattered that faith.Sanyu Edisa, an elderly woman and the sole biological child of the late Nassani Ssentamu (son of the late Yokana Nyanzi), has fought tirelessly for her family land in Kyadondo Block 180 (formerly Plot 2) at Kitukutwe. Through valid agreements spanning generations and relentless court battles, she has secured clear victories:
The Consent Judgment in High Court Civil Suit No. 613 of 2018 (Land Division, 2nd April 2026) declares her the lawful owner and orders all subdivided titles transferred to her name.
The Deputy RDC Kira Municipality letter (11th September 2025) confirms her quiet possession, directs no eviction or violence without a valid court order cleared by the District Security Committee, and references the ongoing suit.
The Ruling by Hon. Lady Justice Naluzze Aisha Batala in MA No. 2997 of 2024 (24th January 2025) struck out related claims for lack of locus standi, confirming that attempts to insert Mawanda Moses and the late Nakintu Agnes Elemera line (cohabitation, not marriage; no biological claim by Mawanda) have no merit.
Sanyu Edisa stands as the only rightful beneficiary. A subsequent review application was dismissed on 1st June 2026.
These are not suggestions they are binding judicial and administrative pronouncements. Courts have repeatedly rejected fabricated lineages and false beneficiaries.
Yet, Your Excellency, officers at the State House Anti-Corruption Unit men and women meant to fight graft are allegedly colluding with notorious land grabbers, including Kayondo Juma and associates, to defy these orders. Most disturbingly, these rogue elements have allegedly kidnapped the elderly Sanyu Edisa in a desperate bid to silence her and grab what the courts have already protected. This is not anti-corruption work. This is thuggery. These “small gods” are enriching themselves while trampling the very judiciary they should respect.
We must ask, Your Excellency: What is the legitimate role of the State House Anti-Corruption Unit in matters already decided by competent courts of law? If it is not to uphold those orders, then their actions amount to subversion, intimidation, and corruption pure and simple.
Ugandans are losing faith. Why approach the courts if, after victory, these officers can simply override outcomes through collusion, fabrication, and kidnapping? This betrays your legacy of protecting wananchi and fighting corruption.
We urgently plead with you to act decisively:
Secure the immediate safety and release of Sanyu Edisa and provide her protection.
Direct all agencies to enforce the Consent Judgment, RDC directives, and court rulings without delay or excuse.
Order a thorough, independent investigation into State House Anti-Corruption Unit officers involved in this matter, their collusion with grabbers, any illicit enrichment, and the alleged kidnapping.
Ensure that all attempts to manufacture false claims or beneficiaries contrary to court findings are permanently crushed.
Your Excellency, the people of Kira and Uganda look to you as the ultimate guardian of justice. Do not let these small gods destroy the rule of law and the trust of ordinary citizens. Start the clean-up at the State House Anti-Corruption Unit. Hold them accountable. Let them pay the price for their haste to get rich at the expense of justice.We remain hopeful that you will prevail.
