Sserubiri urges voters to elect competent LC1 leaders ahead of village elections


As Uganda prepares for the upcoming Local Council One (LC1) elections, Presidential Special Advisor Ssewava Sserubiri has urged voters to carefully assess candidates before casting their ballots, saying the quality of village leadership will determine the success of government programmes and local development.


Speaking ahead of the elections, Sserubiri cautioned residents against choosing candidates based solely on political affiliation or personal relationships. Instead, he urged voters to prioritise individuals with integrity, competence and a clear vision for transforming their communities.


“The future of every village depends on the leaders people choose. Voters should elect individuals who are committed to serving their communities and supporting government programmes,” Sserubiri said.


He stressed that membership in the ruling National Resistance Movement (NRM) should not automatically guarantee leadership positions.


“Being an NRM member alone should not guarantee someone leadership. If a candidate lacks the ability to lead effectively, voters should choose someone who is capable of delivering results,” he said.


According to Sserubiri, ineffective LC1 chairpersons often fail to monitor government programmes, resolve community disputes and mobilise residents for development initiatives, ultimately weakening service delivery and eroding public confidence in government.


“When village leaders neglect their duties, government programmes suffer, and citizens end up blaming the entire government. Strong leadership at the grassroots is essential for national development,” he added.


Sserubiri also cautioned ministers and other public officials against complacency, saying President Yoweri Museveni expects all leaders to deliver results and remain accountable to the people.


“Every public leader should remain focused on serving Ugandans. Those who fail to fulfil their responsibilities should know that accountability is inevitable,” he said.


He commended security agencies and government officials for intensifying efforts to expose and combat corruption, describing the campaign as vital to ensuring public resources benefit ordinary citizens.


On the growing misuse of social media, Sserubiri warned against using digital platforms to spread false information, insult leaders or engage in unlawful conduct.


“Freedom of expression should be exercised responsibly. Those who misuse social media to commit offences should be prepared to face the legal consequences of their actions,” he warned.


With campaigns for the LC1 elections gaining momentum across the country, Sserubiri urged Ugandans to elect leaders who will promote accountability, unity and development at the village level, describing the polls as the foundation of effective governance.
