Uganda oil marketers deny fuel hoarding and price manipulation claims

KAMPALA, Uganda — A trade group representing Uganda’s oil marketers on Sunday denied accusations that its members are hoarding fuel, fixing prices or smuggling supplies across borders.
The Sustainable Energies and Petroleum Association of Uganda, known as SEPA Uganda, addresses public claims that companies are capitalizing on geopolitical instability to exploit consumers.
“The downstream petroleum sector in Uganda operates within robust compliance frameworks, supported by internal controls and continuous monitoring to promote transparency and accountability,” the association said.
The association said the downstream petroleum sector remains under strict regulatory oversight and that all member companies operate within a framework of transparency and internal controls.
Industry leaders attributed recent price spikes and localized shortages to global market volatility caused by conflict in the Middle East. The group characterized these issues as external supply chain disruptions rather than deliberate actions by local distributors.
“Current pricing pressures, supply constraints, and isolated fuel shortages at some service stations are a direct result of disruptions in global oil markets driven by ongoing conflict in the Middle East and not deliberate actions by oil marketing companies,” it added.
The Uganda National Oil Company manages the country’s fuel imports and stock levels. SEPA Uganda directed all specific inquiries regarding the national supply chain to the state-owned corporation.
The association said its members are focused on maintaining deliveries for essential services and businesses while adhering to ethical pricing and conduct.
