The Uganda Muslim Supreme Council (UMSC), through its Department of Social Services and Grants under Imam Shaffie Kagiiko, has presented a 27-page Microfinance Policy Guide to the weekly National Management Committee meeting. The meeting, held every Tuesday in the boardroom at the UMSC Headquarters in Old Kampala, was convened on Wednesday, April 14, 2026.
The session was chaired by His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, the Mufti of Uganda, and attended by His Eminence Sheikh Muhammad Ali Waiswa, the Deputy Mufti; His Eminence Dr. Sheikh Hafiz Muhammad Harunah Bukenya, the Second Deputy Mufti; Hon. Hadji Abbas Muluubya Ssekyanzi, the Secretary General; and other heads of departments.
During the meeting, Imam Kagiiko conducted the first reading of the draft document before committee members. The policy will undergo established procedures before being submitted for final approval by the UMSC General Assembly, which comprises elected Muslim representatives from 82 Muslim districts and is expected to convene in the coming weeks.
The Secretary for Social Services informed members that the policy is intended to unify and promote a Sharia-compliant framework for all Muslim SACCOs and financial institutions. He highlighted its key objectives, which include standardization, credibility, unionization, inclusion, and alignment with national development goals.
The document further envisions laying the foundation for the establishment of the first UMSC National Muslim Microfinance Bank.
