Brigadier General Mwanje Ssekiranda, the Chief of Staff – Reserve Force, has emphasized the significance of officer transfers within the Uganda Peoples’ Defence Forces (UPDF), describing it as a standard and beneficial practice that fosters accountability among outgoing officers towards the institution.

His remarks came during the formal handover and takeover ceremony for the Commander Jinja Cantonment office, transitioning from Colonel Robert Rutainama to Brigadier General Emmanuel Kanyesigye. The ceremony took place at Gaddafi Barracks in Jinja.

Brigadier General Mwanje took the opportunity to commend Colonel Rutainama for his effective oversight of all formations and units within Gaddafi Barracks. He praised Rutainama’s efforts in fostering positive relations with civil society and encouraged him to continue this approach in his new assignment.

In his address, Brigadier General Kanyesigye, the incoming Cantonment Commander, appealed for cooperation from both the command and staff of Gaddafi Barracks. He emphasized the importance of teamwork to enable him to fulfill his duties effectively in his new role.

Colonel Rutainama, reflecting on his tenure as the outgoing Commander, expressed gratitude for the support and collaboration he received from the staff and formations within Gaddafi Barracks. He highlighted the essential role of cooperation in achieving success and urged the same level of support for his successor.

Furthermore, Colonel Rutainama thanked the leadership of the UPDF for entrusting him with the responsibility of serving as the Cantonment Commander in Jinja. He also expressed appreciation for his subsequent appointment to a similar position in Rubongi Barracks, Tororo.

The ceremony was attended by various dignitaries, including Brig Gen Chris Ogwal, the Commandant of the Junior Command and Staff College, Col Saad Katemba, the Commandant of the Non-Commissioned Officers Academy, and Col Amos Rutaremwa, the Commandant of the School of Supplies and Transport. Additionally, officers and staff from UPDF formations within Gaddafi Barracks were present to witness the transition of leadership.

Overall, the event underscored the importance of officer transfers within the UPDF as a means to ensure continuity, efficiency, and accountability in military operations and administration. Brig Gen Mwanje’s remarks highlighted the institutional benefits derived from such transitions and reaffirmed the commitment of the UPDF leadership to uphold these practices for the betterment of the armed forces.
