URA Seizes Contraband at Malaba Border in Undercover Operation

Malaba, situated in Tororo district along the Uganda-Kenya border, plays a crucial role as the home to the Malaba One-Stop Border Post, facilitating the daily passage of around 500 trucks engaged in cross-border trade. However, beyond its legitimate trade function, the town has become a focal point for smugglers utilizing porous routes to transport contraband from neighboring Kenya. In response, the Uganda Revenue Authority (URA) has intensified surveillance efforts in the area to combat this illicit trade and safeguard compliant traders.

Recent developments unfolded late last week when URA enforcement authorities in Malaba received intelligence regarding the presence of smuggled goods concealed in a safe house, awaiting clandestine transportation under the cover of darkness. Acting swiftly, the enforcement team initiated an undercover operation aimed at intercepting the illicit merchandise.

The operation proved fruitful as the authorities seized a cache of contraband items, including 10 Stihl power saw machines of German origin, 128 jerrycans containing Stihl 2T lubricants, 192 jerrycans filled with Shell Advance Lubricants, and 40 sets of DSTV kits smuggled from Kenya. In addition to the confiscated goods, two vehicles—a Toyota Super custom with registration number UBD 779E and a Toyota Hiace bearing registration UBD 399W—were impounded during the operation.

Showali Kigozi, the local area in-charge, highlighted the extensive nature of the operation, which spanned from Kalait to the Busolwe trading center in Butaleja district. Despite facing challenges such as counter-surveillance tactics employed by the smugglers, the team’s unwavering dedication and strategic approach yielded commendable results.

Following the successful operation, efforts have been initiated to commence the revenue recovery process and manage the offenses committed. As per Section 200 of the East African Community Customs Management Act (EACCMA), individuals found guilty of such offenses could face imprisonment for a term not exceeding five years, a fine amounting to 50% of the dutiable value of the confiscated goods, or both. Furthermore, the vehicles seized during the operation are at risk of forfeiture to the state.

The prevalence of porous borders continues to pose a significant challenge in combating illicit trade activities. In response, Ibrahim Bbossa, the Assistant Commissioner for Public and Corporate Affairs at URA, outlined several strategies implemented by the authority. These include the utilization of non-intrusive inspection technology, leveraging informants, conducting targeted raids on suspected storage facilities, and intensifying enforcement operations in high-risk areas, among others. Such proactive measures aim to stem the influx of uncustomed goods into the market and uphold the integrity of trade regulations at border points like Malaba.
