I appreciate the concern by a section of some people following the naming of Dr Lawrence Muganga as state minister for internal affairs where some sort of hateful misinformation against him is in over drive.
While the haters may hide behind the allegation of dual citizenship, the reality could be that all negative propaganda is being caused by the fact that Dr Muganga is an ethnic indigenous Munyarwanda, and nothing else.
Not withstanding the so called clauses on dual citizenship which are simply guiding and not a crime in its self , there are quite a number of prominent leaders before Dr Muganga who have had dual citizenship and have served or serving in high positions even as i pen this.
For instance, former minister Nabeta had dual citizenship at the time he served as minister, Hon. Echodu another ministerial appointee has dual citizenship, Hon. Adonia Ayebare (the newly appointed minister of Foreign affairs) has Ugandan and American citizenship, but no one is making noise about them.
I would imagine that all the toxic noise is unfairly being aimed at Dr. Muganga, simply out of ethnic hatred of some unscruplus Banyarwanda, yet he is a Ugandan born at Seeta, raised in Uganda, studied in Uganda and only went to Rwanda to seek employment after which he renounced the Rwandan citizenship.Here is the proof below.
FACTS ABOUT DR. LAWRENCE MUGANGA
Dr. Lawrence Muganga was born in Gwaffu Village, Seeta Parish, Mukono District, to Leonard and Immaculate Kayonga.
Both of his parents were born in Gwaffu Village and are buried there.
His father passed away in 1999, while his mother just passed away in December 2025.
He was raised in a devoted Catholic family and was baptized and completed his Mujiji religious instruction in Kyamulibwa, Masaka District.
He sat for his Primary Leaving Examinations (PLE) at Kajuna Primary School in Masaka District, completed his O-Level education at Mende Kalema Memorial Secondary School in Wakiso District, and his A-Level education at St. Charles Lwanga Kasasa Secondary School in Masaka District.
Following his outstanding performance at A-Level, he earned a government scholarship to study at Makerere University, where he graduated with a Bachelor of Arts in Social Sciences, majoring in Economics and Rural Economy.
He later received a World Bank Scholarship and returned to Makerere University to pursue a Master of Arts in Economic Policy Management.
He has since attained further international academic qualifications and currently serves as the Vice Chancellor of Victoria University, where he is widely recognized for his leadership, innovation, and contributions to higher education.
For the record, his endevours at Victoria Univesrisity has registered a boost of its general outlook and performance with a quantitive increase in number students from about 323 to well over 12000 students.
FACTS ABOUT UGANDANS OF INDIGENOUS BANYARWANDA ORIGINS
Historically, Banyarwanda have existed in Uganda even before the existence of a country called Uganda.
According to the first census that was conducted in 1911, Banyarwanda were counted as an indigenous community.
According to the 1949 and 1959 censuses, in the entire country, the Banyarwanda ranked 4th in numbers.
According to the same censuses, Banyarwanda ranked 2nd after the Baganda in numbers.
According to a renowned scholar and researcher, Banyarwanda might be the biggest ethnic community in Uganda.
There is no region in Uganda where you cannot find them.
When you meet them in the Tooro Region, they speak Lutoro, when you meet them in Buganda, they speak Luganda, in Ankole, they speak Runyankole, in the Teso Region, they speak Ateso, in Northern Uganda, they speak Northern Uganda languages, in Busoga, they speak Lusoga and in Bunyoro, they speak Runyoro.
Its not there a mistake that the 1995 constitution recognises them as Ugandans feeding fat from the above shown background.
The small confusion of the name Banyarwanda must not be the basic wrong interpretation of national identity .
The Banyarwanda of Uganda are very legally different from the Banyarwanda of Rwanda just as there Samia of Uganda and those of Kenya, Bakonzo of Uganda and those of Congo DR, Karamajongo of Uganda and their counter parts in Kenya to mention but a few.
In fact Mr Frank Gashumba’s innovation of naming Ugandan Banyarwanda in to “Abavandimwe” is geared at making a clear differenciation of the two smilar tribes if you want for simplicity purposes.
Let it be known that there is no family in Uganda that has not either married or been married to Banyarwanda.
For example, Kabaka Muteesa had children in Banyarwanda as well. Even King Mutebi’s first son’s mother (Prince Jjunju)is a Munyarwanda.
Actually, all the Buganda princes, right from Prince Wasajja, have Banyarwanda mothers.
