WAKISO, Uganda — Technical leaders and central government representatives met in Wakiso from April 23 to 26 to evaluate the progress of the Greater Kampala Metropolitan Area Urban Development Program.
The Program Technical Committee’s third-quarter review focused on infrastructure delivery, institutional performance and environmental safeguards across Wakiso District and Nansana. Undersecretary Monicah Edemachu, who chaired the meeting, urged contractors to accelerate works to justify future investments.
Jude Mark Bukenya, the Wakiso chief administrative officer, announced that the Wakiso and Kawuku Central markets are scheduled for handover next week. The projects are part of the program’s efforts to increase workspaces and employment opportunities.
Reports presented during the meeting indicated that road infrastructure is among the program’s most successful sectors. In Kira, the 11.3-kilometer Mbogo-Cyprian and Kungu-Bivanjju roads project reached 49.1% completion, slightly ahead of its 48.2% target.
Other regions showed mixed results. In Mukono, two road lots reached 74.7% and 69.5% completion, respectively, though both fell short of their planned targets. In Entebbe, the Kitooro-Kiwafu-Nakiwogo road reached 38% progress against a 60% goal, while the Nakiwogo-Bunono-Abayita Ababiri link stood at less than 1% completion.
The committee reported strong gains in institutional strengthening, with metropolitan institutions registering 86.4% performance. Improvements were noted in policy development, physical planning and financial management.
However, officials identified several persistent bottlenecks. Voluntary land donations continue to delay right-of-way acquisitions, and committee members cited weak coordination between implementing entities. While road projects have advanced, the review found that local economic development and market interventions have not yet been significantly implemented.
The four-day exercise included site inspections to verify progress on the ground. The mission concluded that despite operational challenges and land acquisition issues, Wakiso District remains a leading performer in the metropolitan development initiative.
