Members of the Democratic Party (DP) are calling for the immediate resignation of party president Norbert Mao, urging him to formally join what they are referring to as the “Draconian Club.”
During a press conference organized by the DP at Heart faction on Saturday, April 18, 2026, Ismail Kirya, President Emeritus of the Uganda Young Democrats (UYD), expressed outrage over Mao’s recent activities in Kyankwanzi, where he claimed to attend a retreat based on the DP/NRM cooperation agreement. According to Kirya, the documents related to this agreement were distributed to attending MPs without consultation from any official DP party organ, leading them to label the arrangement as fraudulent.
“We want to inform the country that the said agreement has expired and cannot be relied upon to conduct DP affairs. The agreement was signed in July 2022 and was valid only until the next elections, which occurred in January this year,” Kirya stated.
He commended the National Resistance Movement (NRM) for rejecting the fraudulent documents and highlighted Mao’s apparent disregard for the rule of law in international DP matters. “We have seen him organizing sham elections within the party, and it comes as no surprise that he would present an expired document at such a high-level NRM meeting. The Parliament of Uganda deserves better,” he added.
Kirya also voiced concerns about the leadership’s silence on the controversial Sovereignty Bill that was recently tabled in parliament. He noted that this issue was thoroughly discussed in cabinet, where Mao sits as a member.
“DP was formed to fight for social justice and the rule of law. Ever since Mao joined the NRM ‘eating club,’ he has been loudly silent and complicit in passing Draconian laws that oppress Ugandans—precisely the opposite of what DP stands for,” Kirya asserted.
He posed a pointed question to Mao: “Why not resign from DP leadership and officially join the Draconian Club, unless your mission is to completely destroy the Democratic Party?”
Kirya assured DP members and Ugandans that DP at Heart remains a committed alternative, calling upon all members, regardless of age or gender, to join their cause for restoring sanity and the rule of law within Uganda’s oldest political party.
Julius Dhumba, spokesperson for DP in Rubaga, Kampala, and former chairperson of the UYD in Kampala district, accused Mao of being an enemy not just to the party, but to the entire country. He warned that what appears to be a party issue would soon extend beyond DP.
Dhumba cited ongoing atrocities, including the contentious Sovereignty Bill and other oppressive laws, claiming that these originated under Mao’s leadership as Minister of Constitutional Affairs and Justice—the very role responsible for safeguarding justice and constitutional integrity.
“We want to inform Ugandans that Norbert Mao is detrimental to both the party and the nation. We, as ‘Abarusura’ (fighters) of DP, are determined not only to fight for DP but for the entire country,” Dhumba declared.
Anthony Waddimba, DP chairperson for Kayunga district, criticized Mao for presenting a fraudulent document in cabinet, questioning how such a problematic bill could pass with Mao’s endorsement. He urged Mao to resign from DP and officially join NRM.
Waddimba also expressed concerns about potential fraudulent activities during the upcoming elections for Speaker of Parliament, suggesting that members prepare for disruptions.
Innocent Turyahikayo, a DP member from Masindi, urged local MPs to refrain from supporting the Sovereignty Bill, reiterating the party’s foundational principles of social justice and rule of law.
