Shockwaves are ripping through the Office of the Prime Minister after the Inspectorate General of Government (IGG) quietly kicked off a sweeping investigation into the lifestyle, work ethics and conduct of a powerful Commissioner at office of the Prime minister (OPM) over chilling allegations of sexual assault, carpet interviews , abuse of office, corruption and illicit wealth.
The probe was triggered by a written complaint to the IGG and detailed interviews with three different victims, all of whom have given verifiable accounts of sexual assault allegedly committed by the senior commissioner during the course of their employment at OPM.
Sources say investigators are also digging into massive abuse of office and financial losses to government, with evidence suggesting that over time, the commissioner knowingly connived with insiders to manipulate government funds and donor money, solicited kickbacks and unjustly enriched himself using his position.

While specifics of the transactions remain under wraps due to the sensitivity of the ongoing investigations, insiders reveal this is not the first time the commissioner has been implicated. In 2012, while serving in the same office, he allegedly benefited from NUSAF funds to the tune of over Shs70 million. Although he was cleared prima facie, critics insist he simply colluded with others to defeat justice.
Investigators are now zeroing in on allegations that the commissioner attempted to sanitize his dirty wealth by disguising it as bank loans, which were allegedly used to bankroll a sprawling business empire in housing, entertainment, schools and land—mainly in Kampala and in Eastern Uganda where he hails from.
But the most disturbing claims come from several interns, who accuse the commissioner of predatory sexual behavior. According to the victims, he allegedly carefully identified vulnerable interns, lured them into sexual relationships with promises of jobs at OPM and lucrative trips abroad, then discarded them.

The scandal has reignited public anger over how senior government officials misuse power with impunity, turning public offices into personal hunting grounds. Observers say the conduct of the commissioner has dragged the Office of the Prime Minister into deep disrepute.
Highly placed sources say the Public Service may soon be forced to dismiss the commissioner in disgrace, a move that would see him lose all retirement benefits. If the lifestyle audit uncovers discrepancies between his declared assets and actual business interests, he could be staring at long years behind bars.
Once again, the Office of the Prime Minister is under fire for being a safe haven for rotten elements who continue to bleed the country dry.
