The Head of the State House Anti-Corruption Unit, Brig. Gen. Henry Isoke, has called on senior logistics officers in the Uganda People’s Defence Forces (UPDF) to strengthen accountability and transparency in the management of military resources, warning that corruption within the logistics chain poses a direct threat to operational readiness and national security.
Brig. Gen. Isoke made the remarks on Tuesday while addressing senior logistics leaders at the College of Logistics and Engineering (COLE) in Maga Maga, where he emphasized the critical role logistics officers play in safeguarding public resources and supporting the effectiveness of the armed forces.
“Corruption in military logistics is not merely an administrative or ethical concern,” he said. “It is a direct threat to operational capability, troop morale and the security of our nation.”
He noted that theft, diversion and misuse of key resources including fuel, food supplies, equipment and procurement funds can severely weaken the UPDF’s ability to carry out its mission and maintain combat readiness.
Brig. Gen. Isoke highlighted several common forms of corruption in logistics, including inflated contracts, fictitious supplies, bribery, manipulation of procurement procedures, diversion of combat materials and weak accountability systems.
According to him, such practices undermine discipline, erode public confidence and expose the country to significant security risks.
He urged logistics officers, as custodians of military assets, to uphold integrity and professionalism by strengthening inventory management systems, verifying deliveries, maintaining accurate records, monitoring the use of resources and promptly reporting any irregularities.
“Transparency, accountability and integrity are the backbone of effective logistics management, whether in times of peace or conflict,” he told the officers.
Brig. Gen. Isoke also commended the UPDF leadership for adopting a zero-tolerance approach to corruption, including the introduction of digital systems and automation in procurement and supply chain management to improve traceability and reduce opportunities for abuse.
He praised ongoing reforms aimed at strengthening accountability across the force and encouraged officers to fully embrace them in the execution of their duties.
Referencing a recent warning by Chief of Defence Forces Gen. Muhoozi Kainerugaba, Brig. Gen. Isoke reiterated that misuse of military resources would not be tolerated.
“Wastage and abuse of our scarce resources resources that should improve the operating conditions of our brave soldiers—will not be tolerated,” he quoted the CDF as saying.
He concluded by stressing that the fight against corruption is essential to enhancing the UPDF’s operational effectiveness and safeguarding Uganda’s national security.
At the College, Brig. Gen. Isoke was received by Brig. Gen. Godwin Karugaba, Joint Staff Logistics (JS-LOG), and the Commandant of the College of Logistics and Engineering, Col. Chris Kyunku.
