Bunyangabu LCV Chairperson Unveils 5yr Agenda As New Leaders Take Office

A new political chapter officially opened in Bunyangabu District on Friday, May 22, 2026, as newly elected District Chairperson Musinguzi Peter was sworn into office alongside a new district leadership team.
The swearing-in ceremony, held at the Bunyangabu District Headquarters and presided over by Chief Magistrate Matovu Hood, marked the beginning of what Musinguzi described as a bold five-year transformation agenda aimed at building “a transformed and prosperous district with an empowered population.”
Musinguzi officially succeeds former District Chairperson Ategeka James Mugarama and immediately outlined an ambitious development roadmap focusing on infrastructure, health, education, agriculture, tourism and public service accountability.
The ceremony also saw all newly elected district councillors sworn in. Moses Ikagobya was nominated, confirmed and sworn in as the new Speaker of Bunyangabu District Council, while Kababito Shamim took oath as Deputy Speaker.
Hundreds of residents, religious leaders, opinion leaders, technical staff and political leaders attended the function. Among the notable leaders present were Kamukame Nicholas, former Woman Member of Parliament Peace Mutuzo, newly sworn-in Woman Member of Parliament Sarah Kabarokole and constituency Member of Parliament Victor Kalenzi.
In his maiden address, Musinguzi pledged to lead an administration guided by President Yoweri Museveni’s message of “No Corruption and No Sleep,” warning against corruption, poor supervision and inefficiency in public service delivery.
“We shall maintain a good working relationship between political and technical leaders,” Musinguzi said, emphasizing that unity among leaders, Members of Parliament, technical staff and former leaders would be key to transforming the district over the next five years.
Road infrastructure emerged as one of the administration’s top priorities. Musinguzi announced plans to identify marram quarry sites, rehabilitate district road equipment and expand the district’s road network through closer collaboration with Members of Parliament, town councils and development partners.
He further pledged to lobby for road funding for Kakinga Town Council, Nyakigumba Town Council and Bukara Sub-county while strengthening supervision to improve the quality of road works.
In the health sector, the Chairperson promised to push for the upgrading of several health facilities from Health Centre II to Health Centre III status, including Kibate, Kahondo, Kabonero and Rwimi health centres.
He also revealed plans to work closely with the Ministry of Health to elevate Kibiito Health Centre IV into a community or district hospital with improved infrastructure and better medical equipment.
Musinguzi vowed to intensify supervision of health workers, curb drug theft and investigate complaints regarding charges in the maternity department at Kibiito Health Centre IV.
Education also featured prominently in the new administration’s agenda. The district leadership pledged to follow up on the construction of seed secondary schools in Buhesi, Kibiito, Kisomoro, Kakinga and Bukara.
Musinguzi further committed to improving school supervision and performance, especially in poorly performing institutions, while supporting vocational and technical institutions such as Katugunda Vocational School and Kisomoro Technical School to strengthen youth skills development.
Addressing water and electricity challenges, the Chairperson promised to rehabilitate and expand the Buhesi and Poke gravity flow schemes to tackle persistent water shortages affecting communities across the district.
He also pledged to follow up on electricity extension projects and ensure residents who paid under the One Pole extension programme are connected to the national grid.
On agriculture and household income, Musinguzi described production as central to helping families transition into the money economy. He tasked extension workers with promoting modern farming methods, identifying high-value crops suitable for different sub-counties and organizing competitions to reward outstanding farmers.
The new Chairperson also promised to restore discipline within the district administration, particularly in the human resource department, while taking firm action against corruption and the alleged sale of government jobs.
On tourism and commercial services, Musinguzi pledged to strengthen implementation of the Parish Development Model while cracking down on extortion of beneficiaries. He also promised to improve tourism sites and access roads to boost visitor numbers and increase local revenue generation.
Residents and leaders expressed optimism at the end of the ceremony, saying they hope the new administration will usher Bunyangabu into a new era of accountability, improved service delivery and sustainable development.
Musinguzi has served as the National Resistance Movement Chairperson for Bunyangabu District for the past five years. His administration is expected to steer the district’s development agenda through 2031.
