FDC Calls for Swift Appointment of New Police Chief

The Opposition Forum for Democratic Change (FDC) has made a fervent plea to President Museveni, urging him to swiftly name a replacement for the outgoing Inspector General of Police (IGP), Mr Martins Okoth Ochola. The call for prompt action follows Mr Ochola’s departure from office after the conclusion of his second three-year contract term on March 4.

Mr John Kikonyogo, a spokesman for FDC’s Najjanankumbi faction, highlighted the concerning trend of allowing employee contracts to expire without a clear succession plan in place. This practice, he emphasized, leaves key offices without substantive officers and adversely affects service delivery across various sectors.

Drawing attention to examples such as the prolonged vacancy in the position of Governor at the Bank of Uganda since the passing of Prof Emmanuel Tumussime Mutebile in 2022, Mr Kikonyogo underscored the urgency of filling critical roles within government institutions. The absence of substantive leadership, he argued, undermines the effectiveness and stability of these institutions.

Emphasizing the constitutional mandate for the appointment of the police chief by the President with the approval of Parliament, Mr Kikonyogo stressed the importance of maintaining the command structure within the police force. He expressed concerns that any delay in appointing a new IGP could disrupt the operational effectiveness of the police.

Furthermore, Mr Kikonyogo referenced findings from the Auditor General’s report, revealing over 60,000 unfilled vacancies within the Public Service. This staggering number underscores the pressing need for timely appointments to ensure the efficient functioning of government agencies and ministries.

Highlighting the potential for internal promotions within the police force following the appointment of a new IGP, Mr Kikonyogo emphasized the importance of continuity in leadership to facilitate career progression and maintain organizational stability.

In response to Mr Ochola’s retirement, police spokesperson Mr Fred Enanga commended the former IGP for his significant contributions and exemplary leadership during his tenure. Mr Enanga assured the public that Maj Gen Geoffrey Tumusiime Katsigazi, the deputy IGP, would temporarily assume the top police position until a substantive replacement is appointed.

With Mr Ochola’s departure marking the end of his six-year tenure, the urgency to name a successor becomes paramount to ensure seamless continuity and effective leadership within the Uganda Police Force.
