Several years ago, Dr. John Chrysostom Muyingo, at one of the leaders conferences described a leader as a Public Officer expected to uphold professionalism so as to enhance the image of his or her profession.
The description at the time was suited for head teachers who are the time were pillars of managing societies for which they train children, offer letters of opportunity.
More than 20 years later, the country still struggles, falling short of leaders presumably fit to further the cause of not just organization of society, but also, transcending the best ideals for a better country.
In falling short, the best still stand out, not just leading by example, but demonstrating capacity to bring forward the ideals of a better country we all hope for.
So is Mityana District Woman MP Joyce Baagala. A charismatic, yet simple, understanding without complexity and adorable with a charming character.
A Journalist with demonstrated proclivity, Baagala is three years into her first term as woman Member of Parliament for Mityana district. She balances Activism, Politics and Advocacy with temperament gratitude, for a society she leads sums up the meaning of appreciation.
Upon ascending to the August House in 2021, Baagala initiated not just programs in society she comes from, but also moved towards advocating for the people she represents.
“She is serving us, bravely. From fighting to ending of illegal land grabbing to supporting societies in social needs, uplifting health care and ensuring children get letters of opportunity in schools and social fundraisings,” Amos Nsimbe, a resident in Kabuwambo, Mityana told this website.
Baagala is the face of the opposition voice. As a former practicing journalist, the MP was issued the Information and Anti – Corruption docket by former Leader of Opposition Mathias Mpuuga. During her time, she led the documentation of the 18 missing Ugandans, raising debate in Parliament and the country at large about the lies propagated by the Uganda Human Rights Commission.
“We had fallen short. UHRC was betraying Ugandans saying the missing 18 Ugandans had flown for asylum abroad and yet many are still in prison. She perfectly documented their families stories for which raised debate country wide. UHRC rested it’s position on the matter.” A male NUP MP who asked not to be named told this website.
A charming character, kind soul and amazing team player, Baagala is described by a contemporaries not just in Parliament. She is praised in Mityana for taking the office closer to the people.
“We feel her. Many people were angered when she was tear gassed on the orders of the Lands Minister Judith Nabakooba during a church fundraising. For she means well for the society,” says Richard Kaliisa another constituent.
She is expected to face off with Judith Nabakooba for the same slot in 2026. The real meaning of a hustle coming yet beneath her feet, the MP tends to inspire strong reactions, always between grudging respect and outright hostility.
“This was exhibited the day a female protest was initiated after Opposition MPs were denied change to organize women’s day celebrations. A walk to the Internal Affairs ministry turned violent after police intercepted them at the Parliamentary entrance. We all saw how passionate she was. I respect the hell out of her,” said another male MP in Parliament.
The MP had earlier been arrested at Parliament with T-shirts supposed to be worn by MPs during a protest to save MPs Ssegirinya Muhammad and Allan Ssewanyana from a long spell in prison.
In her new role as Vice Chairperson of the Committee on Government Assurances and State Enterprises, against her will, comes wisdom, through the awful grace of God.
