Kapir County MP Seeks Action Against Soldier’s Alleged Political Interference

Concerns have arisen regarding the political activities of a serving soldier, prompting Member of Parliament (MP) Dr. Abraham Isamat to petition the army leadership in Kapir County. Isamat, a first term lawmaker representing Kapir County under the NRM party, has expressed worry that the soldier, Enyeku Simon Julius, is actively seeking to unseat him while still in uniform.

During an interaction with Defense Minister Vincent Bamulangaki Ssempija on March 6, 2024, Isamat raised the issue before the human rights committee chaired by Fox Odoi Oyelwowo (West Budama North, NRM). Isamat highlighted the soldier’s continued involvement in politics, which he believes violates provisions of the UPDF Act 2005 and the country’s laws prohibiting serving soldiers from partisan political engagement.

Isamat emphasized that such actions by Enyeku Simon Julius undermine his performance as an MP and contravene regulations governing the conduct of military personnel. He stressed that while it is his right to serve as an elected representative, serving soldiers should refrain from engaging in political activities until retirement.

In response to Isamat’s concerns, Minister Ssempija assured that the matter would be investigated thoroughly. He emphasized that no individual, regardless of their position, is exempt from the law, and those found in violation will face consequences. Minister Ssempija reiterated the commitment of the Ministry of Defense and Veteran Affairs to uphold the law and ensure accountability within the armed forces.

Dr. Abraham Isamat, a veterinarian by profession, has a diverse background that includes diplomatic service and district-level administration. He contested in the Ngora county race in 2011 before serving as Uganda’s ambassador to Sudan in 2016. Isamat’s educational background includes studies at Kamwokya Primary School, Ngora High School, and Soroti Secondary School. He holds a Bachelor of Science in Veterinary Medicine from Makerere University.
