Iganga, Uganda | THE INDEPENDENT | Eunice Yotalina, the Iganga Central Division treasurer has been deleted from the payroll over lack of academic documents.

The Town Clerk of Iganga Municipal Council, Daniel Kasala says that the decision follows investigations by the Inspectorate of Government early last year, which confirmed that Yotalina lacked the qualifications of a diploma in accounts or business to occupy the position. The report indicated that, Yotalina who has occupied the office for the past 10 years had failed her UCE examinations.

The report also stated that Yotalina had bribed to acquire the job, despite lacking the requisite academic documents.  It further indicates that there is a syndicate of powerful government officials and politicians alike who have been shielding Yotalina from being deleted from the payroll.

A member of the District Service Commission who preferred anonymity said that the case was first investigated and concluded in 2021, however, politicians connived with the technocrats to frustrate efforts to delete Yotalina from the payroll.

He says that they received the IGG’s recommendation and the matter had been concluded, however, subsequent letters from the State House led to the discontinuation of the process, clearing Yotalina to occupy an office she is not qualified for.

Kasala says that Yotalina has been hesitant to avail the municipal council’s human resource department and the district service commission with her academic documents in vain, until mid-last year, when inquiries confirmed that she had failed her UCE exams.

Kasala adds that they have undertaken all the necessary legal steps to delete Yotalina from the payroll and she ceases to be their employee with immediate effect.
