The Minister of Internal Affairs, General Kahinda Otafiire, has been summoned by Parliament to clarify the government’s decision to relocate Luzira Prison from Kampala to Buikwe district, making room for an International Conference Center and Commercial Hub.
This directive came from Speaker Anita Among following a matter of national importance raised by Igara County West MP, Gaffa Mbwatekamwa, on Wednesday, February 28, 2024.
Expressing his concerns, Mbwatekamwa highlighted the lack of consultation with the people’s representatives regarding this significant decision by the government.
He emphasized the absence of government officials, particularly ministers or the Prime Minister, addressing the issue in the parliamentary sessions despite its wide circulation on social media platforms.

Mbwatekamwa revealed that there were two letters, already in the public domain, concerning the relocation of Luzira prison. One was a presidential instruction dated July 10, 2022, and the other was a letter from Minister Otafiire, dated February 22, 2022, inviting stakeholders for consultations regarding the directive.
The MP also expressed concerns over Minister Otafiire’s negative press, including allegations of involvement in the acquisition of a government ranch in Buikwe district, where the prison is proposed to be relocated.
Acknowledging parliamentary procedures, Speaker Among advised Mbwatekamwa to address his concerns in the presence of Minister Otafiire during a parliamentary session, as per the rules prohibiting discussion of absent members.
She emphasized the importance of adhering to parliamentary rules and regulations while expressing parliamentary queries, highlighting the relevance of Minister Otafiire’s explanation in shedding light on the matter.
