Dr. Smith Kiiza Calls for Professionalism in Parliamentary Leadership, endorses Hon. Otto Edward Makmot for Deputy Speaker

Dr. Smith Kiiza has emphasized the importance of professionalism and constitutional discipline in Uganda’s parliamentary leadership while endorsing Hon. Otto Edward Makmot for Deputy Speaker.

In a statement released to members of the legal and academic community, Dr. Kiiza said Parliament requires leaders with legal knowledge, integrity, and administrative competence.

“Strong parliamentary institutions are built on discipline, fairness, and respect for democratic principles,” Dr. Kiiza stated.
He described Makmot as a leader whose professional and parliamentary experience places him among the strongest candidates for Deputy Speaker.

Makmot has practiced law internationally for over fourteen years while remaining active in Uganda’s governance and legislative affairs.
Dr. Kiiza noted that his experience during major parliamentary debates demonstrated courage and commitment to constitutional governance.
“Leadership is tested during difficult moments. Hon. Makmot has shown resilience, professionalism, and commitment to parliamentary democracy,” he said.
The endorsement also highlighted Makmot’s contribution to legal education and mentorship within professional circles.
According to Dr. Kiiza, Uganda’s Parliament must increasingly attract leaders capable of balancing political realities with institutional responsibility.
“The future of Parliament depends on leaders who value order, accountability, and national unity,” he emphasized.
Observers believe Makmot’s international legal background and parliamentary exposure could strengthen Uganda’s legislative diplomacy and institutional image.
Dr. Kiiza concluded by urging Members of Parliament to support leaders committed to service rather than personal interests.
“Parliament belongs to the people of Uganda. Its leadership must inspire confidence, professionalism, and fairness,” he said.
