Wakiso: Boda-Boda Rider Arrested For Transporting Nine Children On Motorcycle

Police in Kakiri have arrested a boda-boda rider after he was found transporting nine children from the same family on a single motorcycle, in a case authorities have described as a serious violation of road safety regulations.
The rider, identified as Allan Musisi, was intercepted while operating motorcycle registration number UEA 067F. The incident has drawn widespread concern given the risks associated with overloading and unsafe transport practices.
According to Michael Kananura, spokesperson for the Traffic and Road Safety Directorate, all nine children had reportedly been prepared by their parent and handed over to the rider for transportation.
“All the nine children belong to one family and were reportedly prepared by the parent and handed over to the rider for transport,” Kananura said.
Police confirmed that the rider has been charged and is currently being held pending court proceedings.
Authorities noted that, in addition to exceeding the legal passenger limit, none of the children were wearing helmets, significantly increasing the risk of injury in the event of an accident.
Under Uganda’s traffic laws, motorcycles are permitted to carry only one passenger. Police said the incident represents a clear breach of these regulations and highlights ongoing challenges in enforcing road safety standards.
“We strongly urge parents and guardians to desist from such dangerous practices. These situations are preventable if safety is taken seriously,” Kananura added.
Sources indicate that the parents of the children may also face charges related to negligence.
The arrest comes weeks after a nationwide road safety campaign by the Traffic Police aimed at promoting safe transportation of children, particularly those commuting to school by motorcycle. The campaign emphasised helmet use, adherence to passenger limits, and parental responsibility.
Police have repeatedly warned that children remain among the most vulnerable road users, especially when transported without protective gear or in unsafe conditions.
Authorities are now renewing calls for boda-boda operators and parents alike to strictly observe traffic regulations in order to reduce preventable road accidents and fatalities.
