Sarah Opendi, the Tororo District Woman Member of Parliament, presented The Human Assisted Reproductive Technology Bill 2023 for its first reading. This bill, which Opendi introduced on Tuesday, March 5, 2024, marks an important step towards regulating fertility clinics in Uganda.

Opendi informed the Parliament that she was granted leave to move a Private Members Bill on July 21, 2022. She emphasized that the primary aim of this bill is to establish regulations for the numerous fertility clinics operating across the country.

The proposed bill aims to address several key aspects related to human-assisted reproductive technology in Uganda. It includes provisions for the regulation of fertility clinics, the designation of health units as fertility centers, the establishment of sperm, oocyte, and embryo banks within these centers, as well as outlining the rights and responsibilities of individuals involved in human-assisted reproductive technology, including the donation and storage of gametes and embryos.

Furthermore, the bill seeks to safeguard the rights of children born through human-assisted reproductive technology, ensuring their protection and well-being.

During her presentation, Opendi highlighted that she conducted extensive consultations regarding the bill. She expressed surprise at the revelation that many African countries lack comprehensive legislation governing this technology.

Following its introduction, Deputy Speaker of Parliament, Thomas Tayebwa, directed the bill to Parliament’s health committee for thorough scrutiny. The committee has been tasked with reviewing the bill within a period of 45 days, ensuring that its provisions align with the country’s healthcare standards and regulatory framework.
